Jan 8, 2005, Mr. Yan Xizhong gave a speech in Shanghai University of Finance and Economy on taxation risk controlling. Chief staffs form Shanghai Zhangjiang (Group) Co., Ltd, Shanghai Non-Ferrous Metals (Group) Co., Ltd and other enterprises took part in this meeting.


Mr. Yan expressed that tax is debt from the law, it is a ‘Tax debt?and shall have its consideration. The consideration is taxpayer’s right to learn the truth and access right to public services. Tax law is a law expressed in accounting language, so it shall also follow the basic principles of regular laws: justice, human rights and fair. This is consensus between academic circle and taxpayers and shall be the direction of tax law’s further development.


Yan also discussed the origin of corporation’s tax legal through his legal practice experience. He also suggested resolution for tax legal prevention, macro-planning and establishing enterprise risk alerting system.
